The Integrity and Anti-Corruption Commission, in cooperation with Al Hayat Center for Civil Society Development (RASED), launched the National Integrity Index (NII), a national indicator aimed at measuring the compliance of Jordanian public administration institutions with national standards of integrity, in order to encourage them to join in real and effective actions to combat and prevent corruption.
The chairman of the Integrity and Anti-Corruption Commission, Dr. Muhannad Hijazi, stressed during a press conference held by the Commission at is headquarters, that this project is launched purely national efficiencies with the think-tank's of the Commission’s, staff, and by supervision of the senior management of the Commission in cooperation and partnership with a Jordanian national institution (RASED). (100) government agencies, headed by Prime Minister’s office, will be targeted in addition to all ministries, major municipalities, universities, the most important institutions, financial and service providers, and hospitals, whether university or governmental.
The project reflected the Commission's efforts and endeavors to strengthen its genuine and effective partnership with civil society organizations, in the fight against of corruption.
A culture of integrity and good governance is enshrined in order to bring about a sustainable development renaissance, in line with the royal visions and directives, that call for the mobilization of national capacities to strengthen the system of integrity and the implementation of the National Integrity and Anti-Corruption strategy.
Hijazi explained that the National Integrity Index will target several segments of society of great importance in advocating the Commission's efforts to create an Anti-corruption environment, which will contribute directly and indirectly by influencing Jordan's rank on the Corruption Perceptions Index (CPI), Noting that it would contribute to the transition of the Commission's work to an automated system.
This allows time and effort to be saved efficiently and effectively, and provides a large analytical structure that allows decision makers to take rational measures according to credible scientific evidence, far from speculation and falls in the national interest.
the Director General of Al-Hayat Center (RASED), Dr. Amer Bani Amer, said that this qualitative partnership with the Integrity and Anti-Corruption Commission, a Jordanian national institution which has become a role model in the region, will contribute to enhance Jordan's position in the center of promoting integrity and combating corruption.
Bani Amer added that this partnership compliments the national role-played by (RASED) in establishing accountability and transparency, and will contribute to enhance the compliance of governmental & semi-governmental institutions. It will work on building up a road map to promote integrity and reduce underestimate corruption in Jordan that supports decisions taken at all levels of the State. This will contribute to the identification of corruption crimes in terms of gender, quantity and geographical and sectoral spread.
He added that this project will help build the capacities of staff in governmental & semi-governmental institutions, and will establish an annual report on the National Integrity Index. The methodology will be regularly developed through the expertise of the Integrity and Anti-Corruption Commission & stakeholders. In addition to that, manuals and guides will be built for various occupational groups in all governmental and semi-governmental institutions.
Bani Amer concluded by stating that the indicator will not target a specific sector or department, but will target all departments in various institutions. This will create a national integration situation for all to achieve the desired goal and promote Jordan's standing.
Following the press conference, the Integrity and Anti-Corruption Commission and RASED signed a memorandum of understanding to enhance cooperation and coordination between them for the purpose of raising awareness in the fields of promoting the integrity and anti-corruption approach, and exchanging the experiences and capabilities available of both groups and employing them for the purposes of preventing areas of corruption.
The memorandum was signed by the Commission’s Chairman, Dr. Muhannad Hijazi, and its Director General, Mr. Amer Bani Amer.
