National Integrity Index

The National Integrity Index (NII) is one of the flagship national initiatives launched by the Jordan Integrity and Anti-Corruption Commission (JIACC) in 2022, with its second edition introduced in 2024. The Index aims to measure the extent to which public sector institutions comply with the National Integrity Standards, promote a culture of integrity and corruption prevention, and support the Kingdom's public sector modernization and good governance agenda. It is based on a scientific and objective methodology that aligns with international best practices and is consistent with the principles and recommendations of the Organisation for Economic Co-operation and Development (OECD).

Objectives of the Index

  • Measure the level of compliance of public institutions with the National Integrity Standards.
  • Promote transparency, accountability, the rule of law, and good governance.
  • Improve institutional performance and enhance the quality of public services.
  • Encourage constructive competition among public institutions to achieve higher standards of integrity and excellence.
  • Support national efforts to prevent corruption and strengthen public trust in government institutions.
  • Contribute to improving Jordan's standing in international governance and integrity-related indicators.

Scope of the Index

The National Integrity Index assesses the extent to which public institutions apply the core principles of:

  1. Rule of Law
  2. Transparency
  3. Accountability
  4. Justice and Equal Opportunities
  5. Good Governance

The assessment relies on a comprehensive set of indicators, evidence-based evaluation tools, surveys, and performance measurements to provide an objective picture of institutional compliance with integrity standards. The findings help identify areas for improvement and support the development of sustainable institutional reform plans.

Editions of the National Integrity Index

  • 2022 Edition: Marked the launch of the National Integrity Index and established the baseline for measuring institutional compliance with the National Integrity Standards.
  • 2024 Edition: Introduced an enhanced methodology and improved assessment tools, expanding the scope and accuracy of the evaluation to strengthen institutional performance and further embed integrity principles across the public sector.
